Subd. 3. Investigation. The City shall forthwith refer <br />all applications for parades and special events to the Police <br />Chief for the Chief's consideration. The Police Chief shall <br />review each application within ten (10) days. If an application <br />involve a State truck highway, the Police Chief shall make <br />necessar-• arrangements with the Minnesota Department of Public <br />Safety for an alternate route or whatever may be necessary. If <br />the Police Chief finds that such a parade or event will not cause <br />a hazard to persons or property, will cause no great <br />inconvenience to the public, and if the Chief is able to make <br />arrangements for necessary direction and control of traffic, the <br />Chief shall sign the application and return the application to <br />the City Clerk. If the Police Chief finds the parade or special <br />event described in the application to be a hazard, a substantial <br />inconvenience, or if the Chief is unable to make adequate <br />arrangements for direction or control_ of traffic, the Chief shall <br />return the same to the City Clerk with appropriate findings set <br />forth in writing. <br />Subd. 5. Unlawful Acts. <br />C. It is unlawful for any person to enter into a nazage <br />or special event without prior authorization from the person in <br />charge of the event. <br />Subd. 6. Removal of obstructions •.:)f. Traffic. In any <br />case where vehicles or parking by an activity obstructs traffic, <br />regardless of whether or not the activity required a permit, a <br />Police Cfficer shall warn the property owner and/or the p— son in <br />charge of the event, that the cars must be moved by a certain <br />time. If the vehicles are not moved in accordance with the <br />Officers request, the Officer nay ticket that person and all. the <br />cars that constitute the traffic hazard. Vehicles that <br />constitute a hazard may be to -wad at the owner's expense if so <br />ordered by the Police Officer. <br />Subd. -7. Exceptions. The following are not required <br />to apply for permits (1) funeral processions, (2) a governmental <br />agency acting with the scope of its functions, or (3) an <br />occasional private party that is held on private residential <br />Lots. <br />Surd. 8. Payment of Expenses. The applicant shall pay <br />all extraordinary expense incurred by the City for police and <br />enforcement of this Section anti the City m;iy, as a pond i t ion of <br />approval of the permit, require that the applicant deposit money <br />with the City in a jum equal to the estimated expenses to be <br />incurred by the City. <br />M <br />
