3 <br />A solution to this problem has been suggested, in which a make-ready dock <br />is placed within 1,500 feet of a parking area. The boat, launched some- <br />where else, is driven to this make-ready dock where the rest of the boating <br />group gets on board. Obviously, this solution only works when there are <br />two boat/car operators in a boating group. Yet, it does help meet some of <br />the demand for the small recreation craft/fishing boat access to the lake. <br />Consideration will be given for considering such variances, perhaps with <br />appropriate "discounting" in counting toward the goal of 700 reliable <br />spaces. <br />4. Is each municipality required to make a proposal? <br />No. This planning process is voluntary. It recognizes the legal authority <br />municipal governments have in determining land uses. It's being offered to <br />provide municipal governments an opportunity to exercise that legal author- <br />ity to plan land use by coming up with viable solutions to implement the <br />recommendations for public boat access and shore access of the 1983 Lake <br />Minnetonka Task Force. <br />5. When sthn;,ld the proposals be submitted to the Metropolitan Council? <br />The planning schedule calls for publication of the compiled proposals on <br />Jan. 31, 1986 and distribution to libraries, city halls, etc. for public <br />hearing purposes. The hearings are tentatively scheduled for Feb. 20-24. <br />Metropolitan Council staff will duplicate these proposals and bind them <br />into one document on Jan. 31. Consequently, we -eed to receive your <br />proposals by 4:30 p.m. on Thursday, Jan. 30, 1986. Please su5mit your <br />proposals on 8-1/2" x 11" white paper. <br />6. What should municipalities do to extend the timeframe for submitting <br />proposals? <br />Please call Jack Mauritz at 291-6602 by 12 noon on Thursday, Jan. 23, <br />1986. The task force will have to decide whether an extension should be <br />granter. and if so, how long the extension should be.
