The plan should also include pro- <br />posals for improving nine shore access areas as described on pages 19-20 of <br />the 198- task force report. <br />Since each municipality has powers to control land use, each municipality <br />has an opportunity to make proposals. A compilation of proposals becomes <br />the document.which will be reviewed via a public hearing process. <br />Municipalities within each zone are encouraged to confer with each othe- on <br />their proposals, prior to submitting Uiem to the Metropolitan Council Task <br />Force on Lake Minnetonka. They also own county roads which have been used for on -street car - <br />trailer parking. What's their role in this planning process? <br />Wit' regard to the boat and shore access sites, Hennepin County should <br />develop proposals for improving those sites as recommended by the 1983 Lake <br />Minnetonka Task Force. For example, county staff have already submitted a <br />plan for a sea wall project at the Hendrickson access which can be used as <br />a make• -ready dock. <br />With regard to on -street parking along county roads, municipalities should <br />work with County Dept. of Transportation staff to define problems and pro- <br />pose solutions to providing safe on -street car--traller parking for public <br />boat access facilities and adequate signage. <br />3. There has been car -trailer parking that's been provided beyond a 1,500 foot <br />radius of boat access sites. Should this be proposed at all? <br />Since it's an alternative, it should be considered. The 1983 task force <br />recommended that car -trailer parking be provided within 1,500 feet. Yet, <br />land use developw * patterns have precluded and/or made it extremely costly <br />to provide ca- .railer parking within 1,500 feet of some boat access <br />sites. Boa' s have used car -trailer parking areas beyond a 1,500 foot <br />radius, ar. will continue to use them if that's the only alternative <br />available. Like any standard, variance from it should be brought forward <br />for public discussion. <br />
