There has been general acceptance of the approach
be.:ause it gives municipal governments the opportunity to plan for public
access sites (existing or future) and associated car -trailer parking to meet
the recommended goals of the 1983 task force report.
Other Planning Data
On Dec. 19, we mailed copes of the Biocentric, Inc., research results on Lake
Minnetonka surface usage and a list of potential boat access sites. the Depart-
ment of Natural Resources (DNR) evaluated in zones 3 and 5 of the 'ake. These
wi'l be discussed at meetings with DNR staff on Jan. 7 and 9.
In addition to this data, the Minnehaha Creek Watershed District has asked that
we mail you a copy of their "Proposed Rules" (enclosed). These would be used
by the district to evaluate permits for boat access improvements or the crea-
tion of new boat access sites. We've also enclosed a copy of the "Report of
the Lake Minnetonka Task Force" (June 1983), which contains specific recom-
mendations for public boat access (pages 3-18) and shore access (pages 19-21).
This is the document, along with the LMCD parking standards that defines what
reliable car -trailer parking is. It also contains detailed recommendations for
public access improvements and new access sites in each zone.
Planning Methodolo y and issues
In our discussions with you, there were several questions raised regarding this
"planning approach." We've restated them here for the benefit of everyone.
What's the "product" of this planning effort?
The product is a plan composed of proposals from municipalities and
Hennepin County that indicates n m the goal of 700 reliable car -trailer
spaces, broken down by lake zone, associated w th each existing and future
