Bernhardson, City Administrator r <br />A U G <br />Date: August 21, 1985 <br />Subject: North Shore Drive OF 0kV1�N V <br />Long -Term Public Access Commitment <br />BACKGROUND <br />At the City Council meeting of May 13th, 1985, the residents along <br />North Shore Drive, between the North Arm Bridge and Tonkawa, presented a <br />petition requesting that no parking signs be posted along County Road 51. <br />This is a follow-up to a petition and request in 1982 to prohibit parking <br />of boat trailer vehicles. In July, the City received a letter from the <br />LMCD requesting that the communities work towards getting long-term commit- <br />ments for the parking spots that were designated in Lake Minnetonka Task <br />Force' recommendations. While the LMCD regulations do call for all spots <br />to be within 1500 feet, which would be about the mid -way point between <br />Tonkawa and Baldur Park, they may at least on interim bases be nterested <br />in spots beyond that 1500 feet. <br />ISSUES <br />A. Whether Orono wants to promote the 5-year offsite parking commit- <br />ment requested by the LMCD. This will be in light of the City's <br />previous s*and regarding securing long-term parking, together with a <br />desire to commit spots long-term for public access, in an effort to <br />forestall pressure for other public accesses in Orono. <br />B. If the commitment is made for those slots, whether the appropriate <br />parties are interested in taking other actions to help alleviate the <br />problem. <br />DISCUSSION <br />Since the petition was received by the City, the City and particular <br />the Police Department have been working with the neighbors, particularly <br />Dan Regan, 3410 North Shore Drive. During some of the week -ends in June, <br />reserve officers were in the area together with patrol officers noting <br />.onditions during Saturdays and Sundays. Additionally we requested that <br />incidents of a non -emergency nature be recorded together with license <br />plates of offending parties regarding trespassing. If there are ser=.ous <br />concerns we requested that 911 be used. We had a smattering of each c:f <br />these, but nothing identify an overarching need for elimina*icn of parking. <br />Of the <br />problems we initially identified <br />as being <br />significant, tres- <br />passing on <br />private docks together with the <br />attended <br />liability for the <br />private owners and the "crimes of opportunity" <br />that are <br />occurinq because of <br />that seemed <br />most significantly. Additionally there <br />was <br />some disturbance of <br />the peace, <br />particularly of boaters returning <br />after partying on th:.- lake. <br />North Shore <br />Drive <br />
