Applicant should not be penalized for the existing <br />(Cont.) driveway hardcover in the lagoon 0-75' zone, and in fact <br />his driveway proposal minimizes the additiona ldriveway <br />hardcover required. <br />5. The 75-250' zone on the north side of the lagoon must stay <br />non -hardcover. <br />6. The neighbors' request for the setback variance to allow <br />for the least disruptive sightlines, to maintain <br />uniformity, and the capability to direct all drainage <br />over 100' of relatively flat lawn area, would seem to <br />justify the granting of a variance to the lakeshore <br />setback. <br />7. The setbacks from neighbors both on Lake Minnetonka side <br />and lagoon side are in conformance and both neighbors <br />have indicated their approval. <br />8. This is a unique piece of property with unique <br />characteristics with lakeshore located on both sides of <br />the property. <br />9. Applicant to submit a grading plan for staff approval so <br />as to prevent erosion into the lakeshore. <br />Motion, Ayes (7), Nays (0). <br />#933 DIED BUTTERFIELD <br />3745 WATERTOWN ROAD <br />CONDITIONAL USE PERMIT <br />PUBLIC BEARING <br />10:57 - 11:05 PM Chairman Callahan called for the public hearing at 10:57 p.m. <br />concerning Ned Butterfield's conditional use permit <br />application. Assistant Zoning Administrator Gaffron noted <br />the certificate of mailing and the affidavit of publication. <br />Ned Butterfield was present. There was no one present from <br />the audience for this public hearing. <br />Assistant Zoning Administrator Gaffron noted that the <br />applicant is requesting to add a 40' x 100' greenhouse south <br />of the existing greenhouses at 3745 Watertown Road. Gaffron <br />noted that the property contains Butterfield's home, seven <br />greenhouses, and a service building. <br />Kelley asked how many greenhouses can be placed on one piece <br />of property. <br />Assistant Zoning Administrator Gaffron noted that the <br />conditional use application is the only way to regulate how <br />many greenhouses can be placed on a property since hardcover <br />regulations do not apply in rural residential districts. <br />Ned Butterfield noted that he has an operation in Delano, but <br />that this location is more convenient for him since he lives <br />a:. the site. <br />
