Nordstrom <br />541 Spring Hill Road <br />June 19, 1985 <br />Page 3 <br />SEPTIC <br />At the Planning Commission meeting, staff advised of the need for <br />additional testing. This has been completed as requested by staff. <br />Gaffron confirms all lots have primary and alternate test sites. The <br />existing septic system serving the house on Lot 3 has still not been <br />located. Staff cannot locate the drainfield - in past inspections, staff <br />has never noted surface discharge. We will continue to work with the <br />applicant to located the system but would not suggest Council delay in <br />granting preliminary approval of the plat because of this factor. If staff <br />finds in locating the system that major changes in lot lines are required, <br />staff will return the plat to the Planning Commission prior to final <br />approval of the Council. <br />PLANNING COMMISSION RECOMMENDATION <br />To recommend appro✓al of the preliminary plat application by John <br />Nordstrom finding all standards of the RR-lB Rural Residential Zoning <br />District and on -site septic code have been satisfied subject to the <br />following conditions: <br />1. Surveyor must continue to work with septic staff to locate <br />existing septic system on Lot 3 - staff will return plat to Planning <br />Commission for review if major lot line changes are required prior to <br />final approval of plat by Council. <br />2. All new construction and septic installations must meet the <br />following setbacks from Lydiard Lake. <br />Alternatives <br />Planning Commission Reco:^mPrdation <br />"to meet current Orono setbacks of 75 feet and owner is <br />hereby advised that Orono may adopt DNR setback regulations which <br />require more restrictive setbacks from the lake" <br />Staff Recommendation <br />All construction to meet 200 foot setback. All drainfields, <br />septic tanks, etc. to meet 150 feet setback. <br />3. Describe wetland in angles and bearings within Lot 5 at 970' <br />elevation. Designate wetland as drainage easement. City to ask for <br />Conservation & Flowage Easement over wetlands. <br />4. The existing drive must be removed at the time the private road is <br />completed. The private road must be completed prior to the issuance <br />of a building permit for new construction on the newly developed lots. <br />
