Hardcover <br />Staff seeks the Council's input and direction: on the classification of <br />various improvements common to lakeshore residential property in relation <br />to the hardcover issue. In addition, the zoning staff seeks clarification <br />and direction from Council regarding administrative policies performed by <br />staff without Council review and direction in matters where staff feels a <br />pylicy discussion may be needed or desired. Please review Exhibit A. <br />a) Definition of Hardcover: <br />Section 10.02, Subdivision 29 "Hard Cover" - Any structure, blocktop <br />or other material which interferes to any degree with the direct <br />absorption or rainfall into the ground. <br />Source: Ordnance No. 172 <br />Effective Date: l/l/75 <br />2. Administrative policy existing, proposed or specific cases requiring <br />Council direction. <br />A. Trade off of hardcover (please review the Purdy letter) <br />At what level is it permissible for staff to trade off existing <br />hardcover when that property either already exceeds the allowed amount <br />or the improvement would bring it over the allowed amount? Staff has <br />attached various sketches for discussion purposes of the varied <br />combination of situations found by staff in the field. <br />1) Staff has in the past allowed a resident with excessive <br />hardcover to trade off existing hardcover for the exact amount of <br />hardcover created by new improvement. Do you wish this to <br />continue? <br />If not at what. level do you wish to review the improvement as a <br />variance? <br />
