Minutes of the Suburban <br />Energy Task Force Meeting <br />January 17, 1985 <br />Page Two <br />that seemed to work, they were willing to try. They are going to test a <br />telemarketing approach within the next few weeks. <br />The home improvement component of the program includes three parts: <br />1) Neighborhood Energy Workshops - Minnegasco is the <br />current sponsoring organization. Y.E.S. was used to <br />distribute promotional literature door-to-door. These <br />workshops provide a good opportunity to advertise other <br />energy services and programs. <br />2) Shared Savings Demonstration Project - This program is <br />designed to reach moderate and upper income home owners. <br />There are no up front costs; the homeowner pays only if <br />a savings actually occurs as a result of the energy -related <br />improvement. <br />3) The House Doctor Project - Currently funded by Minnegasco. <br />This program is designed to assist those homeowners who fall <br />through the cracks (Yon-EAP eligible). It is the most cost <br />effective of the Richfield energy programs. <br />Evaluation of the city's energy programs is currently conducted by the <br />Minneapolis Energy Office. Steve indicated that coordination with thirty <br />different groups and organizations is very complex. In regard to accessing <br />funding. it was emphasized that there are funds available, along with in -kind <br />support generally •rom the City. Steve stressed that it is extremely <br />important to identify community needs, and then custon-tailor energy <br />programming to reet those needs. <br />CITY REPORTS <br />V_ <br />Bloomington - Alyse Osborn was in attendance representing the Bloomington <br />HRA. She indicated that this city has no identifiable-rograms at this <br />tiro. Energy irgrovements have been incorporated in ,me improvement <br />loans. The biggest problem is with the high ir.teres' .dies. They have <br />considered working with Richfield on energy issues. <br />Eden Prairie - The City of Eder ,rairie was represented by Steve Durham <br />of the City Planning Departmen 'e indicated eighty percent of the <br />houses in Eden Prairie a,e les. thirteen years old. The City also <br />has a relatively small percentag. senior citizens. He indicated that <br />there is a need for pu'olic education as well as for looking at the energy <br />efficiency of rectal yroperties and the needs of single reads of households. <br />New Hope - Curt W, representing the City of New Hope, stated that his <br />city also did not h, my programs. They primarily work with grants for <br />low and moderate into... residents. He feels that there is a definite need <br />for public information, as for weatherizition of multi -family units. <br />
