SHHSC <br />SOUTH HENNEPIN HUMAN SERVICES COUNC <br />Bbominq,on a Eden Rai.,, a Edna a R<01 eld <br />MINUTES OF THE SUBURBAN <br />ENERGY TASK FORCE MEETING <br />JANUARY 17, 1985 <br />COUNCIL CHAMBERS - RICHFIELD CITY HALL <br />The inaugural meetinr of the Suburban Energy Task Force meeting was convened <br />at approximately 8:1. a.m. by Debbra Determan, Program Director, South Hennepin <br />Human Services Council. <br />Person; in attendance went around the table and introduced themselves and <br />stated their affiliations (See attached participant list). <br />A welcoming statement was presented by Ivan Ludeman, Richfield City Council <br />member and representative of the city's Energy Advisory Committee. Mr. Ludeman <br />presented a warm welcoming statement in which he stressed the importance of <br />energy issues to persons in all walks of life and endeavors. <br />OVERVIEW OF TASK FORCE OBJECTIVES <br />An overview of Task Force objectives was presented by Eileen Moran, <br />co -convener and Executive Director of the Northwest Human Services Council. <br />Ms. Moran presented the objectives of the Task Force as being three -fold: <br />1) Coordination and information sharing in and among cities <br />and between various energy programs. <br />2) Joint development of funding and programming ,...forts. <br />3) Review of low -incase housing and related issues. <br />RICHFIELD ENERGY CONSERVATION PROGRAMS <br />Steve Warn, Energy Coordinator for the City of Richfield, was the featured <br />speaker on the energy programs available in Richfield. The city has had <br />a Citizen's advieory Board for energy issues for the past 7-8 years, and <br />thus, was a `.,rerunner in local planning on energy -related issues. Steve <br />indicated that the Board has been fairly effective in addressing community <br />needs. He stressed that it is extremely important to have a good under- <br />standing of the city, such as its housing stock. The Richfield energy <br />programs are packaged under the label, "Bundle Up Richfield". A big part <br />of their effort is in public education, i.e., letting people know what is <br />available. They have not conducted energy audits, but have contracted <br />with other groups and organizations. They have aggressively prowled home <br />energy loans. <br />Steve indicated that promotion and marketing was the most difficult aspect <br />of the program; it is closely tied into education.
