significant discussion of Chapter 509 issues relating to the <br />various watershed districts. Manager MCWethy also indicated that a <br />number of watershed districts had successfully held tours of <br />various projects which had acquainted other governmental officials <br />with watershed district activities. Manager Andre stated that <br />Senator Randy Peterson presented a discussion of his proposed <br />legislation at Saturday's session which discussion prompted <br />significant comment and discussion from the Managers present on <br />the most appropriate governor-ntal body for placement of regulatory <br />authority for water management. <br />Manager Cochran stated that <br />the Hennepin County Department of <br />watershed district activities and <br />invitation. <br />Treasurer's Report <br />he had been invited to speak for <br />Conservation with respect to <br />that he had accepted that <br />The Treasurer called upon Steve Stewart of Robert J. Lapic <br />to present the Treasurer's report. Mr. Stewart distributed the <br />monthly report dated December 20, 1984, a copy of which is <br />attached. Mr. Stewart reviewed the report indicating the second <br />half tax settlements which had been received as of the date of the <br />meeting. The accountant reviewed the current cash balances in the <br />various funds and the funds available for investment. <br />With respect to the water maintenance and repair fund on <br />Page 4 of 5, the accountant advised the Board that it was his <br />understanding that the City of Mound project to which the Board <br />had committed $3,000 from 1984 funds would be constructed as soon <br />as the weather is cold enough. The accountant recommended that <br />the Board act to encumber the 1984 maintenance funds in the amount <br />of $3,000 for the City of Mound project. The accountant further <br />stated that it was his understanding that the city of Orono <br />project to which the Board had committeed $7,000 from 1984 funds <br />was not to be undertaken by the city and recommended that the <br />Board rescind the 1984 commitment made to the City of Orono. It <br />was moved by Thomas, seconded by Andre that the Board encumber the <br />um of $3,000 for the City of Mound from 1984 water Maintenance <br />and Repair Fund and rescind the commitment in the amount of $7,000 <br />made to the City of Orono because that project had not been <br />completed in 19a4. Upon vote the motion carried. <br />The Treasurer reviewed the remainder of the Treasurer's <br />report and responded to questions from the managers. Following <br />review, it was moved by Andre and seconded by Lehman that the <br />Treasurer's report dated December 20, 1984 be approved and the <br />bills paid as set forth in that report.
