<br />RECENT COUNCIL ACTIONS (Dec. 3.141
<br />Solid Wass -The Metropolitan Council:
<br />- Set a public Narin g on a new wild waste management plan
<br />for the region. See the Coming Meetings section below.
<br />- Approved a RemseyfWashirgton County joint designation
<br />wage•toenergy plan. Most of the counties' solid waste will
<br />now be delisered to a designated facility or facilities. The plan
<br />says assurance of re wale stream is necessary, for financial
<br />support of a facility that would Produce "refuse -derived" fuel
<br />and recover reusable material from the waste.
<br />— Set a public hearing on a revised Environmental Impact
<br />Statement' wopm,," or preliminary, document to reflect
<br />changes in Ramsev and Washington Counties' proposed waste
<br />-
<br />loenergy project. Sea the Public Meetings section.
<br />— Decided to propose legislation amending the 1980 Waste
<br />Management Act. The Council wants to complete the analysis
<br />of feasible alternative, to a towage sludge landfill before com
<br />Deleting an Environmental Impact Statement on any proposed
<br />landfill site. The Council will notify affected property owner,
<br />and local governments that it is seeking this change.
<br />— Approved a solid waste permit for the Metropolitan Waste
<br />Control Commission to reopen a landfill to dispose of ash
<br />from incinerated sewage sludge from the Senses sewage treat
<br />mans plant over an existing ash landfill adjacent to the plant
<br />in Eagan.
<br />Transportation —The Council mid a regional Transport&
<br />tion Improvement Program for 1985-1987, a program of
<br />highway and tnmrt Projects proposed for federal funding. is
<br />consistent with regional, state and federal requirements. The
<br />plan includes approximately $663 million to be spent on
<br />highway projects and $269 million for transit projects.
<br />The Council asked Dakota County to address potential
<br />water quality impacts to Jansen. Thomas and Fish Lakes.
<br />The impacts could result from increased twrmwater runoff
<br />due to a proposed expansion of Pilot Knob Rd. from County
<br />Rd. 36 to Interstate Hwy. 35E.
<br />Parks —The Council remanded its acquisition Want contract
<br />with Ramsey County by giving the county S500,000 to purchase
<br />80 acres of land in the Rice Creek Regional Trail corridor.
<br />Aging —The Council voted to continue funding six nutri
<br />banal program, for older People in the uletropol,tw Area in
<br />1985, Congregate dining programs are sponsored by Volume
<br />tars of America, Ramsey Acton Programs and the Scott
<br />Carver Economic Council. HomeEeliverad meal Programs are
<br />sponsored by IN Great., Minneapolis Council of Churches.
<br />tM Ramsey County Human Services Department and the
<br />SeogCarver Economic Council. The Council expects to
<br />receive approximately $3 million to help fund the Projects.
<br />The Council also asked Gov. Rudy Poll to reject a

<br />Comprehensive Plans —The Council denied a Brooklyn Park
<br />comprehensive plan amendment that would change the loin

<br />Heald, —The Council approved , contribution of $5,000

<br />Ptenning Assimnce—The Council asked the T<lecommuni.
<br />cations Task Form to establish a task for" of regional govero-
<br />mans officials, cable representatives and others to discuss joint
<br />production and distribution of video for local access channels
<br />and to discuss programming for a regional channel. The request
<br />was based on results of a recent survey of ores governments.
<br />Affkmtive Action —The Council set specific goals in hiring
<br />women and minorities, in contracting for services from
<br />businesses owned by women and minorities and in other
<br />affirmative action practice,.
<br />PUBLIC HEARINGS, PUBLIC MEETINGS
<br />Air Quality — The Council will hold a public hearing on pro-
<br />posed abalegies to reduce urban monoxide to acceptable
<br />levels at the mtenection of Smiling and University Avs. in
<br />St. Paul. The hearing will be held Jan. 3. 7 p.m., at the
<br />Hamlin Blanch Library, 1558 W. Minnehaha Av. in St. Paul.
<br />The strategies would amend the regional transportation policy

<br />waste tnenergy project The counties are planning to build a
<br />900 tonyerdav wage processing plant. It will seperate
<br />recvclable materials and produce refuse "rived fuel. The
<br />locatmn of the project has also changed from Lake Elmo to
<br />Newport. The meeting will be hold Jan. 10 at 3 p.m. in me
