The Council will review county master plans in accordance with the requirements <br />of Minn. Stat., section 473.175 and 473.823. Master plans must: 1) conform to <br />and implement the Council's solid waste guide, including system plan policies <br />and development program requirements and time schedules; 2) be consistent with <br />other adopted chapters of the Council's Metropolitan Development Guide and <br />metropolitan system plans; and 3) be compatib a -with each other. <br />The Council recognizes that intercounty and local jurisdictional cooperation is <br />necessary to implement many of the waste management strategies. The Council <br />encourages the counties to work together in preparing the master plans and to <br />consult with cities and towns. The counties are encouraged to prepare the <br />master plans as the solid waste element of their comprehensive land use plans <br />to help ensure consistency with county and local land use policy and public <br />services. <br />Plan Content Requirements <br />County master plans must be comprehensive and clearly describe county policies, <br />plans and implementation strategies. The plans must describe specific projects <br />and activities the county, cities and townships within the county and the <br />private sector will implement and the financial and other resource commitments <br />to those projects and activities. At a minimum, the plans must provide <br />following information: <br />Plan Preparation <br />1. A description of the plan preparation process, including the role of county <br />advisory committees and the number of public meetings and hearings; and <br />2. Evidence that all municipalities and towns within the county were consulted <br />in the preparation of the plan; and <br />3. a schedule for plan revisions. <br />Description of Existing System <br />1. Solid waste generation characteristics, including the quantity and composi- <br />tion of waste by class of generator and patterns of waste generation <br />(seasonal, geographic area); <br />2. The solid waste collection system in the county, including the type of ser- <br />vices provided (mixed vs. separated waste) and hauling arrangements; <br />3. EvLing private, local, and county programs, functions, facilities and <br />activities for solid waste reduction, source separation, processing and <br />land disposal in the county, including locations, use rates, operating <br />characteristics and user charges, and remaining capacity estimates for land <br />disposal facilities; and <br />4. County and municipal enforcement authorities, including licensing <br />requirements, ordinances, and permit requirements. <br />Statement of Solid Waste Management Policies and Objectives <br />1.
