The Council will monitor and oversee, in particular, progress in implementing <br />the waste reduction/resource recovery and land disposal development programs in <br />Part 4 of the guide. The Council will track progress through its review func- <br />tions and by holding periodic meetings and public forums with local officials <br />and waste management industry representatives. The Council will undertake <br />contingency procedures if the development programs are not being implemented or <br />implementation is proceeding slowly. <br />To help implement the development programs, the Council will provide technical <br />assistance and financial resources through its solid waste assistance program. <br />The program will provide information and technical support as well as loans and <br />grants to help establish specific waste management facilities and programs. <br />Assistance will be available to eligible recipients in both the public and <br />private sectors. <br />REVIEW PROCEDURES <br />The Council will review plans or proposals submitted to it for consistency with <br />the policies and criteria in this guide. The following procedures will <br />generally be used when plans or proposals are received for review: <br />1. All known affected and interested parties will be notified. <br />2. If necessary, a public hearing on the proposal or document will be held. <br />3. Not less than 30 days before a public hearing, the Council will publish a <br />notice in a newspaper(s) having general circulation in the Metropolitan <br />Area, stating the date, time and place of the hearing, and the place where <br />the project information or document may be examined by interested people. <br />4. The hearing will be conducted according to Council procedures. All inter- <br />ested people will be permitted to present their views on the proposal or <br />project. <br />5. The Council's Metropolitan Waste Management Advisory Committee will review <br />the proposal and make recommendations to the Council. <br />6. The advisory committee will concluda its review in sufficient time to allow <br />the recommendations to be discussed and considered by the appropriate <br />commissions and standing committees of the Council. <br />7. To the extent appropriate, the Council will conduct its review concurrent <br />with and complementary to reviews by other goverrmenta' jurisdictions. <br />In , Ition to these general procedures, other procedures and guidelines will <br />be wed by the Council as required by the WMA. <br />COL AND LOCAL PLAN REVIEWS AND PLAN CONTENT REQUIREMENTS <br />COUNTY MASTER PLANS <br />Each metropolitan county must prepare and submit to the Council a sol .,. waste <br />master plan within nine months after the Council adopts its solid waste policy <br />plan. If the Council disapprov^s a master plan, the county must submit a <br />revised plan within 90 days for Council approval. <br />711 <br />
