Quantifiable county objectives (stated in tons annually through 1990 and in <br />five-year increments thereafter through 2000) for waste reduction, source <br />separation, waste processing and land disposal. <br />Description of Plans, Programs and Facilities for 1985 to 2000 <br />1. Management alternatives (source separation, waste reduction, processing, <br />transfer stations, waste CMDUstion and land disposal) from 1985 through <br />2000 including: <br />- The facility or py activity, including potential lo..ations, volumes <br />and types of waste. .solved, service areas, estimated capital costs, <br />rates and charges, annual operating and maintenance costs and annual <br />gross revenues; <br />- Implementation procedures, including planning, operating, ownership and <br />financing arrangements and marketing approach; for facilities that will <br />be acquired by the county, provide the estimated cost, methods, and time <br />of acquisition, procedures for operation and maintenance, and a capital <br />improvements program; for land disposal facilities, provide a <br />description of how the county will evaluate and select sites to be <br />implemented; <br />- The relationship of the facility or program activity to other management <br />alternatives; <br />- How existing facilities and services will or may be used to implement <br />the plan; <br />- The economic effects of the program activity or facility on residential, <br />commercial and industrial waste generators; and <br />- Contingency procedures for situations when the management alternative <br />cannot be implemented or are temporarily out of service, and when they <br />would be undertaken; <br />2. Public, private and intergovernmental coordination and support <br />activities, including: <br />- Program for data collection and analysis on waste generation and <br />characterization; <br />- Process for public comment and participation during planning and project <br />development; <br />- Criteria and standards to protect comparable existing and planned <br />private and public facilities from unwarranted displacement; <br />- Efforts to encourage private operation and/or ownership of facilities; <br />- Role of local governments in county programs, including a description of <br />city and town programs that would qualify for landfill abatement cost <br />recovery; <br />- Intercounty project efforts; and <br />- Use of Council and county technical and financial assistance programs. <br />80 <br />
