VIII. ACCEPTANCE PROCEDURES . <br />A. Review of Grant Packages <br />1. The c;ty will prore�,s applications using the first come, <br />first served selection criteria established Ivy the city as <br />required in Section III of the-,e Procedural Guide <br />2. Applications :sill be accepted as follow,;-. <br />a. Applicants Rust submit their request for a Utility Con- <br />nection Grant on an Urban Hennepin County Grant Applica- <br />tion form. It should be submitted to the city. <br />b. The city will review the individual packages using the <br />qualifications as outlined in Section VI. Grant Packages <br />shall contain all of the documents listed in Section VII of <br />these Procedural Guides. <br />The city may reject unacceptable packages and 'hold them <br />until the necessary information is provided after notifi- <br />cation of same to homeowner. <br />c. The decision of the city will be final. However, <br />appeals may be made in those cases where applicants <br />believe they were not treated equitably. Appeals shall <br />be in written form submitted to the city outlining the <br />applicant's concerns. The city should review the con- <br />ce•ns and reply in written form to the applicant within <br />15 days. <br />If after this review, disagreement is still evident, the <br />city should contact Urban Hennepin County to mediate the <br />situation so as to eliminate potential confrontations <br />between the city and the applicant. <br />B. Notification of Approval/Denial <br />If the applicant is determined to be ineligible, the city must <br />inform the applicant of that denial in writing within five days <br />of the denial indicating the reason(s) for denial and outlining <br />the appeal process as stated above. <br />Upon approval of a grant package, the City must inform the applicant <br />of that approval in writing indicating the amount of the grant <br />approved. <br />The repayment agreement will have been executed by the city and dated <br />according to the date on which the grant package was approved. <br />c2n <br />, <br />
