IX. COMPLETION AND DISBURSEMENT PROCEDURES <br />A. Completion Procedures <br />No grant will be considered complete until the following steps have <br />been accomplished: <br />1. Inspection of the Property. All improvement work must be <br />inspected for completeness, conformity to specification, and <br />quality of workmanship. The city must require completion or <br />correction of any item found lacking. Failure of a contractor to <br />comply with such a request for completion or correction of work <br />may be considered grounds for the city to withhold all or part of <br />the payment due to the contractor. <br />2. Completion Certificate. Follori;:g the final inspection and <br />successful completion of work, the Completion Certificate must be <br />signed b; the Recipient, the contractors who performed work on <br />the property, the inspector, and a city employee on behalf of the <br />city. <br />3. Recording of the Repayment Agreement. The Grant Administrator <br />must insert the final amount of the grant in the Repayment <br />Agreement and check the document for completeness and accuracy. <br />The Repayment Agreement must then be recorded by the Grant <br />Administrator with the Registrar of Deeds or the Registrar of <br />Titles of the applicable county. <br />NOTE: For property registered under the Torrens system, the <br />Repayment Agreement must be accompanied by the Owner's <br />Duplicate Certificate of Title at the time of recording. <br />Also, documents recorded on Torrens property are not <br />returned to the person requesting the recording. <br />Therefore, the Grant A('m�—trator must either retain a <br />copy of the agreement F I recording and obtain the <br />recording information (L. -t number) from the Recorder, <br />or must obtain a Certified r of the document after <br />recording. <br />Following recording, the Grant Administrator shall provide a <br />copes —the recorded Repayment Agreement to the Recipient. <br />?. Disbursement Procedures <br />The city must forward the following documentation to Hennepin County <br />to receive reimbursement: <br />1. Homeowner Application for Grant <br />2. Applicant Data Form <br />3. Title Verification <br />4. Contractor bill <br />5. Completion Certificate sinned by the contractor, the <br />homeowner, and the inspector <br />21 <br />
