VI. ELIGIBLE RECIPIENTS <br />The city must deny the applicatio,. ,,,y applicant which does not meet <br />all the requirements set forth in _ .,e Procedural Guides including the ' <br />requirements of income, assets, eligible properties, and eligible <br />improvements. <br />A. Ownership <br />1. The recipients must individually or in the aggregate have at <br />least: <br />a. A life estate; <br />b. A one-third interest in the fee title; <br />c. A one-third interest as purchaser in a contract Tor deed with <br />respect to the structure to bc- improved and must occupy such <br />property ,s their principal place of residence. <br />2. All individuals occupying the structure to be improved as their <br />principal place of residence and having an ownership interest in <br />such structure crust join in the application. <br />3. For the purpose of this program, ownership shall be based on the <br />information recorded in the Hennepin County Recorder's Office. <br />Unrecorded contracts for doed shall not be viewed as proof of <br />ownership. <br />4. To be eligible to receive a grant, the applicant must be current <br />on property taxes on the property to be improved. If this <br />payment is in arrears, it must be made current befure the <br />application can be approved for funding. If the applicant is <br />delinquent on the property taxes the grant may only be given if <br />the applicant is current on a payment schedule with the appro- <br />priate agency. <br />5. In addition, the applicants must occupy the property as their <br />principal place of residence. To consider a properly as one's <br />principal place of residence, an individual must reside at the <br />property at the time of application and occupy the property for <br />at least nine months of the year. <br />B. Household Gross Annual Income <br />1. Recipients must have a household gross annual income at or below <br />the amounts shown for their family size on the following chart. <br />Gross -annual income is defined as the gross annual income, from <br />all sources before taxes or withholding, of all family members <br />living in the housing unit !including individual non -related <br />adults). <br />
