V. ELIGIBLE IMPROVEMENTS <br />Improvements made with Grant Funds shall satisfy the following <br />requirements: <br />A. No Grant Funds shall be used in whole or in part for the purpose of <br />refinancing or paying off an existing indebtedness. All such funds <br />must be used to finance improvements begun after approval of the ap- <br />plication for such funds. No improvements are eligible if begun <br />before approval of the grant paces _y thecity. <br />B. All contracts covering all or any portion of an improvement must <br />contain a city approved warranty of workmanship and materials. <br />C. Grant funds mu,,t be used only for the payment of Utilities Connec- <br />tions against the property of the applicant. If the applicant has <br />more than one legal buildable loc, a grant may only be given for the <br />service to the applicant's home. <br />D. Each improvement must be made in compliance with all applicable <br />health, fire prevention, building and housing codes and standards. <br />E. Mork covered by the Utilities Connection Grant Program includes that <br />work necessary to connect the house to existing public facilities <br />systems. It does not include any costs which were or can be assessed <br />to the homeowner by the city. <br />
