In <br />addition, we support a structure <br />that is administratively sample and <br />the Community Action Agency should, <br />as much as possible, spend its funds <br />an provision of services rather than <br />,administration. <br />The Hennepin County Board is scheduleu <br />to designate the C.A.A. on August <br />28. After the County informs the <br />State of this recognition, the Governor <br />must recognize it within 30 days. <br />After the Governor's recognition, <br />West H-nnepin Human Services Planning <br />Board .along with the other human <br />services councils and Hennepin County <br />will organize the Board and apply <br />for funds. <br />We have committed our time, energy <br />and resource to develop a plan and <br />organize support to start a Community <br />Action Agency. They ire: <br />the proposed county budget and the <br />priorities list of the human services <br />councils. He measures what the people <br />in the communities want against what <br />the county can afford. <br />Commissioner Andrew sought election <br />to the Hennepin County Board in 1982 <br />having served on the staff of the <br />Minnesota State Senate. There he <br />had become concerned about the delivery <br />of social service programs in the <br />face of budget cuts caused by a declin- <br />ing economy. He was dismayed that <br />economic indicators should influence <br />such base -line programs. His election <br />ampaign also focused on daycare <br />issues and environmental issues parti- <br />cularly the disposal of solid wastes <br />and hazardous wastes. <br />Commissioner Andrew continues to <br />rank mental health programs and the <br />provision of daycare as the two top <br />health and human service issues in <br />Hennepin County. He cites the large <br />number of homeless and long ,awaiting <br />lists for daycare as evidence of <br />the failure of existing programs. <br />Andrew aims for long-term soluticns <br />rather than stop -gap remedies such <br />as emergency shelters. <br />For example, the Commissioner believes <br />that Hennepin County must redefine <br />its role in providing services for <br />the mentally ill and mentally retarded. <br />Since housing is impacted by these <br />programs, he sees tha►. the count <br />needs to develop a rel at ion4hip with <br />the cities regarding hn,i!iv .
