C�issioner Andrew, continued <br />the county needs to get the state <br />to pay for thie new direction in <br />providing services. <br />Regarding daycare. Commissi-rrter NnOr . <br />says that a person Ought tv be entitled <br />to get daycare if they want to work. <br />The subsidies required would be offset <br />by the increased tax rolls, making <br />such a program pay for itself. <br />Administrative problems must be resolved <br />as well. Currently. daycare licensing, <br />eligibility and contracted services <br />are fragmented among the county staff <br />making it impossible to coordinate <br />the daycare program. And the funding <br />mechanism should be changed from <br />a flat grant to a sliding fee based <br />on a clients ability to pay, according <br />to Andrew. <br />Commissioner Andrew listens to -the <br />people in the communities, particularly <br />through the human services councils. <br />He terms this new attitude a "bottom -up" <br />approach to decision -making compared <br />with the traditional method of governing <br />from the top down. It is apparent <br />that his philosophy benefits residents <br />of urban, suourban and rural Hennepin <br />County. <br />0 <br />F O C U S O N <br />MISSION <br />CARE <br />CENTER <br />Mission Care Center. located on the <br />North shore of Medicine Lake in Ply- <br />mouth, serves the chemical abuse <br />and dependency needs of the North <br />and West Minneapolis suburbs by offering <br />three distinct programs; detoxification, <br />evaluation, and a flexible, short- <br />term treatment - the CARE Program. <br />Th* Mission Care Ce-,ter Detox Unit <br />is a secure, subacute, 32-bed facility, <br />providing medically supervised detoxifi- <br />cation for mate and female patients <br />over age 14. The staff of registered <br />nurses, human services technicians, <br />chemical dependency technicians, <br />and counselors provides individualized <br />assessment and reterral for <br />patient as well as lectures, 1%, .1, <br />and group sessions. <br />Mission Care Center also offers a <br />seven to ten day evaluation program, <br />4hich, under the supervision of a <br />Certifled Chemical Dependency Practi- <br />rioner, assesses the nature and extent <br />,Nf each patients' chemical use. <br />The structured program consists of <br />group therapy, one-to-one counseling, <br />psychological testing, individual <br />written and reading assignments, <br />and educatfonal lectures and movies. <br />all on a locked unit. <br />The educational orientation of the <br />program encourages self-discovery <br />and identification of specific problem <br />areas. The Mission Care Evaluation <br />Program is not affiliated with any <br />one health care provider. but makes <br />referrals to counseling and treatment <br />programs throughout the Twin City <br />Are;i. <br />The final Mission Care Center component <br />is the CARE Program, a 10 to 14 day <br />flexib'e, short-term, inpatient treat- <br />ment program designed fcr the individual <br />patient. This program meets a wide <br />variety of need-, such as: refresher <br />course for chemically dependent individ- <br />als who have had a telapse; crisis <br />stabilization and assessment; work <br />on 1st through 3rd steps of Alcoholics <br />Anonymous; holding for courts or <br />from treatment; preparation for out- <br />patient treatment; and waiting for <br />treatment, halfway house, or foster <br />home placement. <br />Referrals for all programs at Mission <br />Care Center come from HMO's, counseling <br />clinics, halfway houses, families, <br />the Judicial system, treatment centers, <br />and self -referrals. Programs are <br />funded by private pay, third party <br />reimbursement, or reimbursement frorr <br />specific counties having placement <br />agreements. Mission Care Center <br />is licensed under DPW Rub s 32/35, <br />and is accredited by 0— Jo.nt Commis- <br />sion on Accreditation of Hospitals. <br />"Mission Farms" had its beginning <br />in the rresent location in 1996, <br />as a non-profit religious camp where <br />over 700 persons could live and worship <br />in one of the most unique and beautiful <br />t imp grounds in Ame rica. <br />Continued on next page <br />
