3536 Lyric Avenue <br />July 19, 1983 <br />Page 3 <br />office for an inspection time. H- then again turned on <br />the tape and was taping. After :-eceiving an inspection <br />time of 10:00 A. M., July 19, 19E'3, he left the office. <br />July 19, 1983 - Meeting on site with owner by Jacobs & Olson. Alan P. <br />Olson asked owner to point out and describe all work <br />he had done to premises since he bought it: <br />2 new entry doors, inside all sheetrocked, painted <br />and finished, 2 new windows, new framing & expanded <br />bathroom addition, new pluning, new furnace, wiring, <br />new siding on front. Owner says $2,500 in material <br />plus ,10-15 000 labor invested. No progress on <br />four.iation or reroofing as he agreed on 2-23-83 <br />when. he signed a temporary C.O. He has had a building <br />permit since 6/82 and lived in house since Jamuary '83. <br />He has 10+ loads of fill in back yard but still no <br />grading permit as Jacobs asked him to get on 6/10/83. <br />Says he can't install frost footings because he can't <br />afford it. Says he mailed today his application for <br />C.D.B.G. rehab funds (previously told.City he had <br />done this quite some time ago). <br />Henke was told that work he has done on building 14 <br />substantial and is not temporary as he told Jacobs <br />to get permit, and even if it was temporary, the <br />frost footings are still required by state code. <br />Henke said he would go to court to delay having to <br />do anything. We toll him we didn't want to take <br />anyone to court but if he refused to comply with <br />code that is what would happen. <br />We explained seve-al optionF he had for construction, <br />including hand digginC frost depth pi(-r footings <br />with treated lumber skirts and insulation. He seemed <br />to like that idea better than full block foundation <br />but then said he couldn't even do that himself because <br />of back problems (yet he did all the other construction <br />himself). <br />He doesn't want to invest money in a foundation when <br />this is good enough and better than sleeping in his <br />car. He was told that code required the work be done <br />and that if he couldn't do it cr didn,t think it was <br />wor+' -e investment then he should sell the house to <br />some_ ho would do what the code requires. He said <br />he kno, better now that all he should do is a pairst- <br />up cosmetic job and dump the place rather than spend <br />money on a small building that isn't worth it. <br />
