Mr. Henke then told me that <br />he was considering living in the structure and making it <br />a permanent building and that he would like to install a <br />woodburning stove. I explained, at this time, that he would <br />need to install footings and foundation and a permit for <br />the woodburning stove. <br />Nov. 12, 1982 - A mechanical inspection was conducted "All Mechanical OK" <br />Dec. 17, 1982 - An insulation inspection was conducted. Some minor <br />corrections required. <br />�a. 23, 1983 <br />- A temporary Certificate of Occupancy was issued to Mr. <br />Henke which he signed, With the following items to be <br />to be completed:. " <br />1) footings & foundation to be completed by 3�:1;31, 1983. <br />2) Roof must be replaced by July 31, 1983. <br />April 1, 1983 <br />- Received a complaint from Orono Police Department that <br />Mr. Henke was storing junk in the front yard and was <br />burning without a permit_ This was inspected and confirmed. <br />Mr. Henke was given until April 5, 1983 to remove the junk <br />and was told that he could not burn on the property. <br />June 10, 1983 <br />- A complaint that filling and grading was being conducted <br />on the property. An inspection conducted - I saw no problem <br />with the fill - told Mr. Henke that a permit was required. <br />July 5, 1983 - <br />Mr. Henke called you (Walter Benson) claiming that it was <br />unfair that I require him to install footings and foundation. <br />You setup a meeting for 8:00 A. M., July 18, 1983. <br />July 18, 1983 <br />- Mr. Henke came into my office at 8:00 A. M. We discussed <br />the matter and decided that Alan Olson and myself would <br />reinspect the structure at 10:00 A. M. on July 19, 1983. <br />As Mr. Benson was leaving the room, he noticed that Mr. Henke <br />had set a tape recorder on the desk and it was running. <br />. <br />Mr. Benson shut off the tape and asked Mr. Henke what he <br />thought he was doing by taping the meeting and not telling <br />anyone. Mr. Benson told him tL at the action taken by him <br />was illegal and that as long as the tape was running, we <br />would not talk to him. Mr. Henke was waiting outside my <br />
