G <br />er 4 <br />Statement of White Oak Circle Homeowners <br />to <br />Orono Planning Commission - 17 September 1984 <br />Re: White Oaks Overlook, proposed subdivision for George C. Funk <br />and Judith A. Rogosheske of Tracts B and C, Registered Land <br />Survey No. 1340 and Lot 19, Auditors Subdivision No. 229. <br />The undersigned residents of White Oak Circle have certain <br />concerns regarding the proposed development of additional <br />building sites on White Oak Circle. <br />Water Drainage <br />Regrading of the proposed property may affect water drainage. A <br />serious problem already exists in the rear of the Dougan and <br />Marier properties on the south side of White Oak Circle. At the <br />time of the spring snow melt and after heavy rains, water crosses <br />underneath Old Crystal Bay Road to the rear of the Dougan <br />property, ponds there over approximately a one acre area and <br />flows across the Marier property to the marsh south of the Marier <br />property. Currently, the surface flow comes near to both the <br />Dougan and Marier septic system drainfields. The situation <br />became so bad in May of 1984 that the water table rose above the <br />level of the Marier drainfield. During an attempted pumpout of <br />the ,:rainfJeld, water was actually observed flowing from the <br />drainfield into the Marier distribution box. Accordl.gly, we are <br />very concern- that any changes to the land which m iy accompany <br />construction may adversely affect water flow by restricting <br />drainage. We request that the Planning Commission .ot permit any <br />changes to the water flow because of the propose l development. <br />Also, we request that an inspection of the water flow in the <br />proposed development be made after constructs -ni of homes by a <br />professional engineer. We propose that if, in his opinion, any <br />Impediments to the water flow were created r; a result of the <br />development, they be corrected before occipanc,y permits are <br />issued for each house. The then -current occi.pants of the Marier <br />and Dougan houses will hire the engineer and pay his fees. <br />2. Parking of Contractors' Vehicl,_s <br />During the construction stages of the three buildings, we expect <br />that there will be nearly continuous parking over extended time <br />perinds by contractors' vehicles at the south end of White Oak <br />Circle. These vehicles will represent a hazardous nuisance. We <br />request that the commission require that contractors' vehicles he <br />
