ORONO CITY COUNCIL <br />November 28, 1988 <br />?age 4 <br />Municipal State aid street (MSA) which reins that MSA Funds can <br />be used to finance all or part of the cost. <br />Obviously, there has been no feasibility study prepared for <br />this project, and therefore, no specific financing alternatives <br />have Steen considered by the Council. Of course, even at that <br />point in the process the Council would have some discretion. <br />It is relevant to point out that in City of Orono's past <br />experiences with MSA projects, the improvements have been <br />totally funded with MSA funds. Upon reviewing the feasibility <br />study, if the City Council decided that a portion of this <br />improvement should be assessed, you will still have some <br />flexibility in determining the specific benefit of adjacent <br />properties. <br />
