,ORONO CITY COUNCIL <br />Ncvember 28, 1983 <br />Tim Adams raises questions related to the provision of sanitary <br />sewer and water service to the subject property. He also asks <br />what changes will be made to the acc-'sue cn:c T..1. '_�, wi'_= '_ ? <br />-rontaae road acr7so the __,n: "_ Reber's <br />property, and in all of these issues, who will pay for these <br />improvements? <br />We have attached a copy of the Special Minimum Requirements fob <br />Rezoning in the Highway 12 Corridor Study Area for your use. <br />As you know, these issues and others are addressed in these <br />requirements. <br />1. Sanitary Sewer <br />As noted in the September 19 Planning Report, a Feasibility <br />Study has been completed that identifies two options for <br />serving this property with sanitary sewer. We are not aware if <br />a final decision has been made regarding the option that the <br />applicants have chosen, although they may be able to shed some <br />light on this subject at the meeting. Regardless the <br />alternative selected, the Special t(inimum Requirements make it <br />clear that the cost of extending these improvements will be <br />borne by the development. <br />The current plan is to serve these lots with private wells. <br />2. Frontage Road, Upgrading of Brown Road <br />The frontage road across the front of the Rebers property will <br />be a requirement of approval for the front portion of this <br />site. A small amount of right of way was necessary from the <br />portion of the site that is being platted to allow the proposed <br />frontage road to be routed behind the Weir property to the <br />west. The applicants have agreed to reser-ie that space for <br />this purpose and this item will be addressed in the Development <br />Agreement. <br />:'he upgrading of Brown Rcad is neeJed wnetaer this deveicament <br />proceeds or not. Clearly the addition of traffic onto this <br />roadway adds somewhat to the prob_ems found there and hopeful'_1 <br />hastens the day on which the necessary impro-ements will be <br />made. <br />Mr. Adams raises the question Df the cost for :nis improvement <br />project and who will pay for it. 3rowr Rcad is a 'Local street, <br />which means that the City can expect no county par-icipation in <br />
