MINUTES OR THE ORONO COUNCIL MEETING OF NOVEMBER 14, 1988 <br />ZONING FILE #1339-DAVID LEE CONTINUED <br />the City's ordinances pertaining to the lakeshore. He did not <br />want to send the wrong message to the citizens of Orono. <br />Councilmember Goetten reiterated her concerns of informing the <br />Public of those ordinances. She added that she had to rely on <br />the information provided from the City Eng4.neer in trying to make <br />the best of a bad situation. <br />Mr. Lee explained that he had received numerous phone calls <br />following an article that appeared in the Wayzata paper. He went <br />on to say that his neighbors were most supportive of him <br />improving his property. Mr. Lee also reiterated 'Mr. Rol in's <br />arguments for keeping the timbers in place. <br />Acting Mayor Peterson asked whether the completion date of <br />April 30, 1989 was realistic? Mr. Robin and Mr. Lee felt it was <br />not, due to the frost. Peterson suggested June 30, 1989. Mr. <br />Lee agreed. Mr. Robin advised Mr. Lee to remove the timbers and <br />do the grading and fill work and immediately establish some kind <br />of grounc: cover for the bank. <br />It was moved oy Councilmember Nettles, seconded by Acting <br />Mayor Peterson, to adopt Resolution #1339, approving the <br />conditional use permit, and amending the completion date to June <br />30, 1909. Motion, Ayes=3, Nays=O, :Motion passed. <br />01347 MICOAZL HALLEY HOMES, INC. <br />2715 FENr LANE <br />VAS I ANCE <br />RMSOLUTION 12S39 <br />Mr. Bob Martinson, a representative for Michael Halley <br />Hodes, and Mr. and Mrs. Dean Terry were present. <br />City Administrator Bernhardson explainer that the original <br />proposal had bee>> revised to address the concerns of Mr. Dailey <br />and Mr. Skifter. The gateway would now be located approximately <br />14' from the west lot line and 20' from the north lot line. The <br />10' setback variance to the north lot line would still be <br />required. A 12' by 12' backup apron has been included to <br />alleviate traffic turning around in neighboring driveways. If <br />the gate were moved back another 10' to 12' there would be no <br />need for a variance. <br />Mr. Martinsor reiterated Bornhar-iscn's explanat'on of the <br />revised proposal. He said that in response to the emergency <br />vehicle access iSsue, there ar- three ways to access the <br />electronically controlled gates: (1) Activation from within the <br />houses on the property; (2 Activation from the front by entering <br />in a code, which will be given to both the Police and Fire <br />Departments; and ( 3 ) a large mechanical pin could be pulled to <br />manually open the gates should there be a power failure. These <br />methods of access have been discussed and approv-d with the <br />Police ind Ft rw. Departments. <br />5 <br />
