If such a deck is proposed, it will have <br />to be built on top of the roof of the existinq house and will <br />require some steps up, most likely. Based on the applicant's <br />piopucal, sucl- a deck appears only marginally feasible. <br />Staff Recommendation - <br />Staff recommends approval of the variances for side setback and <br />additional structural hardcover variznce, based on the following <br />findings: <br />1. The percentage of hardcover it the 75-2`_0' zone will not <br />increase from its existing 44.5%. <br />2. The proposed additional will have no impact on the views <br />of the lake enjoyed by any neighboring property. <br />3. The proposed cantilevered addi -- ion will be located 8.6' <br />from the side lot line with a 2' over hang, but will be no <br />closer to that lot line than the existing covered walkway <br />structure attached to the house, and will have no impact on <br />the neighboring residence which is sore than 50' away. <br />Staff would recommend the following condi-ions of ,approval: <br />1. No additional future hardcover on the property. <br />2. Applicant is advised that any future creation of a <br />separate kitchen facility for this second story addition <br />would constitute making it into a separate "mother-in-law <br />apartment", which would require a conditional use permit. <br />The current variances being granted for hardcover and side <br />setback are merely for the addition=tself, and it is not <br />the City's intent in approvinq these variances that approval <br />of separate guest apartment is approved or intended. The <br />existing house and addition are approved only as a single <br />family residence. <br />A resolution reflecting the Planning Commission recommendaiton <br />and the above conditions avid findings is attached for Council <br />review. <br />
