Heit, 1153 Elmwood Avenue - Variance - <br />Resolution <br />Zoning District - LR-lB, 1 Acre - sewered, lakeshore. <br />Application - Request for side setback and hardcover variances <br />to construct a second story addition tc existing house. <br />List of Exhibits - <br />A - Planning Commission Action Notice 5/19/88 <br />B - Applicant's submitted floor plan drawings <br />C - Memo from Tom Jacobs, Building Inspector <br />0 - Memo and Exhibits of May 11, 1988 <br />E - Proposed Resolution <br />Discussion - The applicant is requesting a side setback variance <br />of 3.5' to construct a cantilevered second story addition to the <br />existing residence, and which also requires a slight variance f,.-r <br />additional structural hardcover. Because the proposed structural <br />cantilever is over existing rock/plastic which is necessary to <br />protect the foundation, and partially over an existing entry <br />walkway, technically there is no additional overall hardcover on <br />the property. <br />Please review the memo and exhibits of May 11, 1988. Planning <br />Commission at their May 16th meeting voted 5-0 to approve the <br />requested side setback and hardcover variances, subject to the <br />following conditions: <br />1. Prior to Council review, applicant shall provide staff <br />with an existing and proposed floor plan for the residence, <br />to verify that the addition will not function as a separate <br />dwelling unit. (Note that the applicant's request for the <br />addition is to provide bedroom space for his parents, who <br />will be living with him.) <br />2. Prior to Council review applicant shall satisfy the <br />Building Inspector that the existing structure can <br />structurally support the proposed cantilevered addition. <br />The Building Inspector has reviewed the building and has verified <br />that the structure can support the addition if some minor changes <br />are made to the existing structure (see Exhibit C). <br />Additionally, applicant has provided a plan of the main floor and <br />proposed second story addition which indicate that the only <br />access to the addition is directly through the middle of the <br />house, and that no separate kitchen facilities are proposed or <br />intended. The addition wi 1 1 not function as a guest apartment, <br />but will merely make this three bedroom home into a four bedroom <br />home, potentially a five bedroom home if the 81x 10' room at the <br />top of the stairs is used for a bedroom. <br />
