• � t • <br /> Ordinance No. 219 � <br /> Page 2 <br /> Since enactment of an amendment will undoubtedly modify existing <br /> regulations concerning permitted land use and zoning performance <br /> standards, the granting of various zoning and permit applications <br /> during this interim period would be detrimental to the effectuation <br /> of the Comprehensive Plan and contrary to the purposes of the zoning <br /> enabling act, Minnesota Statutes SS462.351 " et. seq. The Council <br /> further finds that it would be unwise, improper and unjust to allow <br /> individual development to occur during this study period to avoid ' <br /> discrimination and unfair advantage to a few to the detriment of <br /> the entire city. Therefore, the Planning Commission' s discretionary <br /> authority to grant permits or aherlimitedltermlofsthiscordinanceein <br /> shall not be exercised during t <br /> SECTION 2. Restrictions on the Grantin of Permits and . <br /> A�plications No building permits, land subdivision applications, <br /> rezoning applications, conditional or special use permits, variances <br /> or other authority for additional development in the Stubbs Bay Area <br /> described in Section 4 shall be granted for any purpose which would <br /> be inconsistent with the intent of this ordinance, including but <br /> not limited to: <br /> A. Single Family Dwellings; new construction or additions <br /> B, Duplexes or Multi-Family Dwellings� or additionstion <br /> " C. Com�nercial Development of any sort including new <br /> construction or additions to any use listed as a <br /> permitted or conditional use in the B-1, B-2, B'3, <br /> B-4, or B-5 zoning use districts. <br /> SECTION 3. Exceptions Because of extensive review and <br /> numerous findings of fact by the Council over the past four years, <br /> the following specific land usea and areethereforehexe ptefrom�heto <br /> be proper in the Stubbs Bay Are <br /> provisions of this Moratorium: <br /> A. Building Permits for interior remodeling and renovation <br /> of existing dwellings or existing residential accessory <br /> structures. <br />
