BUILDING PERMITS, LAND SUBDIVISIONS, <br /> REZONING APPLICATIONS, CONDITIONAL OR SPECIAL <br /> USE PERMITS, VARLANCES, OR OTHER AUTHORITY FOR <br /> � ADDITIONAL DEVELOPMENT IN THE STUBBS BAY AREA <br /> AS DESCRIBED HEREIN. <br /> THE CITY COUNCIL OF ORONO ORDAINS: <br /> The Municipal Code of the City of Orono is amended by <br /> ,adding Ordinance No. ��: <br /> SECTION 1. Statement of Policy The City Council finds <br /> that the City is presently faced with the potential of numerous - <br /> applications for development in the Stubbs Bay Area of Orono and <br /> that there are existing problems in the area concerning housing . " <br /> deterioration, crowding, substandard lot sizes, flood hazard problems, <br /> and substandard or potentially failing septic systems all of which <br /> are detrimental to the public health and general welfare. The <br /> Council finds that the land use controls in effect over the last <br /> ten years have not substantially effected the deterioration of the <br /> area. The Council finds that changes in the prior existing land <br /> uses and new information and reports developed over the last four <br /> years have increased the Council's knowledge of the problems and <br /> the Covncil' s ability to develop solutions to those problems. <br /> The Covncil finds that an on-going review of the Comprehensive Guide <br /> Plan has been ordered, is underway and will include detailed studies <br /> and alternatives for the Stubbs Bay Area. The Council finds that <br /> there is an overwhelming probability that the existing zoning <br /> provisions and land use controls for the Stubbs Bay Area will be <br /> amended following completion of the Comprehensive Plan review. The <br /> Council also finds that such amending is a process that cannot be <br /> accomplished until numerous detailed studies have been completed <br /> and hearings held. During this interim period, it is desirable that <br /> the Council establish guides for the benefit of those who wish to <br /> develop property in order to bring about savings in public and <br /> private expenditures and to provide to the public guides to future <br /> City action. <br /> The Council determines that there is an urgency involved because of <br /> the need to control development during the interim period so that� <br /> the benefits of proper planning will not be lost, to prevent <br /> development which may add to the public burden, and to preserve the <br /> status quo pending adoption of these measures so that the City wi11 <br /> not be impaired in its ability to effectuate the purposes and goals <br /> of these planning efforts. <br />
