1 . New systems shall be located, designed and con- <br /> structed as fully Conforming Systems. <br /> 2. Existing systems shall be repaired, altered or <br /> expanded such that Conforming Systems remain fully Conforming <br /> and Substandard Systems shall be improved in conformity or <br /> made fully Conforming whenever such classification is reason- <br /> ably obtainable . <br /> 3 . Existing Non-Conforming Systems shall be replaced <br /> by fully Conforming Systems or may where feasible be repaired, <br /> altered or expanded to become fully Conforming Systems. <br /> Subdivison 4 : Construction Permits ReQuired. No per- <br /> son shall construct, install , repair , alter , expose or affect <br /> in any way any on-site system within the city without first <br /> obtaining a permit from the city. This subdivision shall not <br /> apply to pumping. <br /> 1 . Permits shall be issued only to licensed contractors. <br /> 2 . Separate permits shall be obtained for each separate <br /> construction incident. <br /> 3 . Permits shall be issued only upon written applica- <br /> tion by the contractor accompanied by all required site evalu- <br /> ation reports and design specifications and approval of same <br /> by the city. <br /> (a ) The City Inspector shall review and approve , con- <br /> ditionally approve or disapprove all residential Standard <br /> System specifications. <br /> (b) The City Engineer shall review and approve, con- <br /> ditionally approve or disapprove all Commercial , Collector or <br /> Alternative System applications. <br /> (c) Collector and Commercial System applications shall <br /> include evidence of an MPCA State Disposal System Permit when- <br /> ever said system will serve 15 or more homes or 5000 or more <br /> gallons per day, whichever is less . whenever the State Per- <br /> mit is required, it shall be maintained in good standing at <br /> all times. <br /> 4 . Permits shall be issued only upon payment of a per- <br /> mit fee in the amount prescribed by the current city fee <br /> schedule. The permit fee shall be doubled if construction <br /> is commenced prior to permit issuance. <br /> 5 . Permits shall expire 120 days after issuance or <br /> upon final inspection and approval for use by the city, <br /> whichever occurs first. <br /> -10- <br />
