Subdivison 5 : Construction Ins ection Re uired. The <br /> contractor issued a permit for on-site system construction <br /> shall perform all work according to the design specifications <br /> approved by the city for each particular system. All sub- <br /> surface work including building sewer , septic tanks, distri- <br /> bution system and soil treatment area shall be inspected by <br /> the City Inspector prior to backfilling or covering of any <br /> portion thereof. It shall be the resoonsibility of the <br /> contractor to notify the city at least 24 hours prior to the <br /> time an inspection will be required , and it shall be the <br /> responsibility of the contractor to ensure that the inspec- <br /> tion is accomplished and the construction is approved prior <br /> to any backfilling, covering or continuation of the <br /> construction. <br /> SECTION 22 .40 SYSTEM OPERATION, USE AND MAINTENANCE <br /> Subdivision 1 : Existing Systems require prudent use <br /> and proper maintenance to ensure that each system will continue <br /> to treat and dispose of the entire sewage input and operate <br /> in conformance with this code. Therefore, this code provides <br /> for certain maintenance standards and regular monitoring of <br /> all systems within the City. <br /> Subdivision 2: �stem Use. All owners using or con- <br /> trolling the use of any on-site system shall use said system <br /> in a pruoent manner , shall control the volume of liquid <br /> discharged into the system consistent with the design capacity, <br /> shall strictly limit the discharge of shredded garbage , resi- <br /> dential kitchen grease or other solid matter into the system, <br /> and shall prohibit the discharge into the system of footing <br /> or roof drainage, toxic chemicals, flammable liquids , animal <br /> wastes or commercial process water and commercial kitchen <br /> grease. <br /> Subdivision 3 : �stem Maintenance. All owners using <br /> or controlling the use of any on site system shall perform <br /> the following maintenance functions: <br /> 1 . System Location: Within 12 months of the adoption <br /> of this code , a diagram shall be prepared and thereafter kept <br /> on tne property showing location of the system including <br /> the septic tank (s ) , distribution box (es ) and soil treatment <br /> area. <br /> 2. Annual Inspection: within 12 months of the adoption <br /> of this code, and at least once between March 1 and June 30 <br /> of each succeeding year , the inspection manhole and the inspec- <br /> tion pipe of every septic tank and holding tank shall be opened <br /> and the depth of the scum and sludge accumulated in the tank <br /> -11- <br />
