2 . As part of any subdivision, the owner shall grant <br /> to the city in a form approved by the City Attorney a per- <br /> petual right of entry to allow for the future inspection of <br /> all systems , which right of entry may be filed in the chain <br /> of title for the property. <br /> SECTION 22. 30 SYSTEM DESIGI� AND CONSTRUCTION <br /> Subdivision 1 : Design Manual. All system permit appli- <br /> cations , site evaluations , site locations, design specifica- <br /> tions , construction methods and material specifications shall <br /> be according to the minimum standards and criteria listed in <br /> the Design Manual. The City Engineer and/or City Inspector <br /> shall interpret the requirements of the Design Manual and may <br /> require additional information to facilitate review of indi- <br /> vidual applications. <br /> 1 . The Design Manual dated February 15 , 1978 , is <br /> hereby adopted and made a part of this code as if set out <br /> fully herein. Three copies shall be marked as official copies <br /> and kept in the office of the City Clerk for public use and <br /> examination. <br /> 2. The Design Manual may from time to time be amended <br /> by ordinance of the City Council. <br /> Subdivision 2 : Site Evaluation. The proposed site of <br /> every new system or altered or expanded existing system shall <br /> be investigated by a qualified site evaluator who shall pre- <br /> pare and submit a report to the city therein identifying rela- <br /> tive site elevations , ground water table depth , soils and soil <br /> characteristics; tabulating the results of required soil borings <br /> and percolation tests; and generally evaluating the suitability <br /> of the site for system construction and use. <br /> Subdivision 3 : �stem Design. System design specifica- <br /> tions shall include proposed flows or other sizing information, <br /> minimum septic tank capacity, minimum soil treatment area <br /> requirements , a plan of the component layout, and all other <br /> information necessary to assure the city that the system is <br /> designed and will be constructed to receive , treat and dis- <br /> pose of all of the sewage from the building served. Footing <br /> or roof drainage , toxic chemicals, flammable liquids , animal <br /> wastes , commercial process water and commercial kitchen grease <br /> shall not enter any portion of the system but shall be separ- <br /> ately treated and disposed of according to the applicable <br /> regulations of the MPCA, the Minnesota State Board of Health <br /> and the city. <br /> -9- <br />
