4 . Site limitations including soil characteristics <br /> and lot size may require Alternative System design for the <br /> repair , alteration, extension or replacement of existing <br /> systems , or for the construction of new systems on lots of <br /> record as of the date of adoption of this code. In such <br /> cases , the City Engineer shall have authority to approve , <br /> conditionally approve or disapprove the proposal. <br /> 5 . Subdivision proposals may include Alternative <br /> Systems for one or more proposed lots. In such cases , the <br /> City Engineer ' s review and recommendations shall be for- <br /> warded to the Planning Commission and City Council for inclu- <br /> sion in the review of the preliminary plat. The City Council <br /> may approve , conditionally approve or disapprove of the pro- <br /> posal and may require that the proposed subdivision be rede- <br /> signed to reduce or eliminate the use of Alternative Systems. <br /> Subdivision 5 : Building Permit A�lications. No <br /> building permit snall be issued by the city for any new build- <br /> ing which will be connected to a new on-site system until the <br /> site evaluation report and system design specifications as <br /> required by the Design Manual have been reviewed and approved <br /> by the city. No building permit , plumbing or mechanical per- <br /> mit shall be issued by the city for any expansion or altera- <br /> tion of a building or use connected to an existing on-site <br /> system, until such system has been inspected and certified <br /> by the city as being in compliance with this code . Whenever <br /> the addition of bedrooms , plumbing fixtures or mechanical <br /> equipment , or a change in the character or intensity of the <br /> established use is proposed, the city may require the review <br /> and/or replacement, repair , alteration or expansion of the <br /> existing system or any portion thereof. <br /> Subdivision 6 : Subdivision Applications. No subdivi- <br /> sion, lot division or replatting for the purpose of creating <br /> a new building site, which property includes the use of on-site <br /> systems , shall be approved by the city until a site evaluation <br /> report as required by the Design Manual has been reviewed and <br /> approved by the City Engineer , and all existing systems have <br /> been inspected and certified by the city as being in compli- <br /> ance with this code . <br /> 1 . Wnerever the site evaluation report indicates slopes <br /> in excess of 12% , or percolation rates slower than 60 minutes <br /> per inch, or ground water table less than five feet deep, or <br /> soil classifications requiring the use of Alternative Systems , <br /> the site evaluation report shall also include specific system <br /> design specifications as normally required for building permit <br /> applications. <br /> -8- <br />
