SECTION 22. 20 GENERAL PROVISIONS <br /> Subdivision 1 . Treatment Required. All sewage gener- <br /> ated within the city shall be disposed of by connection to a <br /> central sewer system or shall be treated and disposed of in <br /> an on-site system according to the provisions of this code. <br /> Subdivision 2 . Jurisdiction. The provisions of this <br /> code shall apply to the method of sewage disposal from every <br /> building within the city intended for human use or habitation, <br /> whether such use is permanent, temporary or seasonal , regard- <br /> less of the date of original construction or use. <br /> 1 . The owners of all buildings where central sewer <br /> is available or becomes available , shall connect the buildings <br /> to the central sewer within 16 months of the availability of <br /> the sewer according to the provisions of Chapter 25 of the <br /> Orono Municipal Code. <br /> 2 . The o�ners of those buildings which have been com- <br /> pletely connected to central sewer shall be exempt from the <br /> maintenance and inspection provisions of this code. <br /> Subdivision 3 . Standard System Required. In areas not <br /> served by central sewer systems , sufficient open land of suit- <br /> able soil characteristics shall be provided for each building <br /> to allow for the design, construction and use of a "standard" <br /> on-site system. Standard systems are the only new systems <br /> permitted by this code without a variance thereto. <br /> Subdivision 4 . Variances . Should the city find that <br /> any of the provisions of this code are not applicable to the <br /> design, location, or construction of a specific system, or <br /> would cause unnecessary or unintended hardship to the owner , <br /> the city may permit such variations therefrom as are not <br /> contrary to the intent and purpose of this code or other <br /> applicable law. <br /> 1 . Variance applications shall be reviewed by the <br /> city upon written request of the owner or the owner ' s agent. <br /> 2 . Variances, when approved , shall be subject to all <br /> conditions and requirements established by the city at the <br /> time of approval or thereafter . <br /> 3 . Alternative system designs shall be reviewed by <br /> the City Engineer who shall approve , conditionally approve or <br /> disapprove of the proposal . The owner shall submit complete <br /> site evaluation, design, construction and material specifi- <br /> cations as required by the Design Manual and/or City Engineer <br /> and the owner shall pay all costs incurred by the City <br /> Engineer in the review of the proposal . <br /> -7- <br />
