Cesspool : A underground pit into which raw sewage <br /> or other untreated waste is discharged and from which the <br /> liquid seeps into the surrounding soil. <br /> 5 . City: The City of Orono. <br /> 6 . Construction: Any action which in any way affects <br /> the physical components of any new or existing system, includ- <br /> ing construction, installation, extension, alteration or repair , <br /> not to include pumping. <br /> 7 . Contractor : A person licensed under the provisions <br /> of this code to engage in the business of system construction <br /> and pumping. <br /> 8 . Design Manual : "The Orono On-Site Sewage Treatment <br /> System Design Manual , " as amended. <br /> 9 . Disposal : The evaporation or absorption of puri- <br /> fied liquids after treatment of the raw sewage. <br /> 10 . Inspection Report: The official report of the <br /> results of the inspection by the city, including any official <br /> orders to repair or replace non-conforming systems. <br /> 11 . Holding Tank : A water tight tank for storage of <br /> sewage until the sewage can be transported to an off-site <br /> point of treatment and disposal , includes portable toilets <br /> serviced by contract , as normally used for temporary service <br /> at construction or recreation sites. <br /> 12 . MPCA: The Minnesota Pollution Control Agency. <br /> 13 . Owner : Any person having legal or equitable title <br /> or sufficient proprietary interest in any building or land sub- <br /> ject to the provisions of this code. For purposes of notifi- <br /> cation, the owner shall be the occupant of the property or <br /> the person listed as taxpayer on the current tax rolls. <br /> 14 . Person: Any natural person, group of persons , <br /> firm, corporation or other legal entity. <br /> 15 . Pollutants : Bacterial or chemical impurities <br /> including pathogenic bacteria, infectious viruses , toxic <br /> chemicals, excess nutrients (nitrogen and phosphorous) <br /> unpotable water , or septage. <br /> -5- <br />
