(g ) New System: Any proposed system or any newly <br /> constructed system, which construction takes place after <br /> the adoption of this code , shall be a "new system" until <br /> the time of final inspection and agproval by the city. <br /> (h) Existing System: Any system constructed and in <br /> use prior to the adoption of this code. "New systems" shall <br /> become "existing systems" after issuance of the initial <br /> Inspection Report by the city. <br /> ( i ) Conforming System: A system which meets all the <br /> location, design and construction standaras of the Design <br /> Manual , and which is operating satisfactorily by treating <br /> and disposing of the entire current sewage input without dis- <br /> charging any pollutants into ground or surface waters. <br /> (j ) Substandard System: A system which does not meet <br /> all the location, design or construction standards of the <br /> Design �anual , but which is presently operating satisfactorily <br /> by treating ano disposing of the entire current sewage input <br /> without discharging any pollutants into ground or surface <br /> waters. <br /> ( k ) Non Conforming System: A prohibited system; a <br /> system located within a designated 10-year floodplain; or <br /> any system which does not meet all the location , design or <br /> construction standards of the Design Manual and/or which is <br /> being used beyond its capacity or for any other reason has <br /> failed to treat properly and/or dispose of the entire current <br /> input and is therefore : <br /> (1 ) Discharging pollutants , or any liquid , to the <br /> surface of the ground or to any lake , stream or other <br /> body of water ; or <br /> ( 2) Not accepting sewage input from an occupied <br /> building ; or <br /> ( 3 ) Creating a safety hazard due to unprotected <br /> or impraper construction or maintenance ; or <br /> (4 ) Creating a public nuisance in any manner . <br /> 2 . Building : Every building , structure or place <br /> intended for human habitation or use as a dwelling or agricul- <br /> tural, commercial , industrial or other establishment. <br /> 3 . Central Sewer : A sewage collection system termin- <br /> ating in a treatment plant or Metropolitan Waste Control <br /> -4- <br />
