drainage distr ict and that then tho: e persons are assessed on an <br />area basis as to what they contribute to the drainage runoff. <br />The problem is that the people on the high around generally do <br />not consider the water to be a problem and it is only the people <br />on the low ground that would receive a direct and obvious benefit <br />from such a project. <br />At the print that the feasibility study is completed and it is <br />determined that the benefits do outweigh the costs and those to <br />be assessed are not willing to sign a l00% petition waiving <br />assessment of those costs, staff will present possible <br />alternatives for either City participation if deemed appropriate <br />by the Council or establishment of a general fund levy to use to <br />fund all storm sewer projects that the Council deems appropriate. <br />The advantage of going with the general fund levy is that this is <br />not appealable, however to the extent only limited isolated <br />projects are undertaken the general populous does not benefit <br />from the levy. This is particularly the case in an area where it <br />is anticipated most or a substantial amount of the properties <br />particularly those located on the lake or next to wetlands are <br />not in need of any future storm water work. <br />RECOMMENDATION - Based on the concern as evidenced in the <br />petition together with staff's recommendation that the problem is <br />appropriate to undertake a feasibility at this point. <br />PROPOSED MOTION - Moved by _, seconde <br />d <br />
