street must be a dead-end stree•porarily,the right-of-way shall be extended to thSperty line.The city may limit the length of <br /> temporary dead-end streets in accordance with this chapter. <br /> (2) Dead-end roads(permanent).Where a road does not extend to the boundary of the subdivision and its continuation is not required by <br /> the city for access to adjoining property, its terminus shall normally not be nearer to such boundary than 50 feet. However,the city <br /> may require the reservation of an appropriate easement to accommodate drainage facilities,pedestrian traffic or utilities.A cul-de-sac <br /> shall be provided at the end of a permanent dead-end street in accordance with the city's construction standards and specifications. <br /> For greater convenience to traffic and more effective police and fire protection, permanent dead-end streets shall, in general, be <br /> discouraged and where allowed be limited in length in accordance with this chapter. <br /> (Code 1984,§11.32(2)) <br /> Sec.82-284.-Road dedication and reservations. <br /> (a) New perimeter streets. Street systems in new subdivisions shall be laid out so as to eliminate or avoid new perimeter half-streets.Where an <br /> existing half-street is adjacent to a new subdivision,the other half of the street shall be improved and dedicated by the subdivider.The city <br /> may authorize a new perimeter street where the subdivider improves and dedicates the entire required street right-of-way width within his <br /> own subdivision boundaries. <br /> (b) Widening and realignment of existing roads. Where a subdivision borders an existing narrow road or when the comprehensive municipal <br /> plan or some other agency indicates plans for realignment or widening a road that would require use of some of the land in the subdivision, <br /> the subdivider shall be required to improve and dedicate at his expense such areas for widening or realignment of such roads.Such frontage <br /> roads and streets shall be improved and dedicated by the subdivider at his own expense to the full width as required by this chapter. <br /> (c) Use of reserved land. Land reserved for any road purposes may not be counted in satisfying yard or area requirements of chapter 78, <br /> whether the land is to be dedicated to the city in fee simple or an easement is granted to the city. <br /> (Code 1984,§11.40) <br /> Sec.82-285.-Pedestrian access. <br /> The council may require sidewalks or other pedestrian pathways in order to facilitate pedestrian access from the roads to schools, parks, <br /> playgrounds or other nearby roads at least five feet in width.Sidewalks shall be five feet in width and pathways no more than eight feet in width. <br /> (Code 1984,§11.44) <br /> Secs.82-286-82-299.-Reserved. <br /> DIVISION 4.-CONSERVATION DESIGN <br /> Sec.82-300.-Conservation design required. <br /> All proposed residential subdivisions or multi-unit residential developments greater than five acres in total area or guided for urban density <br /> (greater than one unit per two acres)shall be subject to the provisions of chapter 78,article XII with regards to conservation design. <br /> (Ord.No.67 3rd series,§2,1-11-2010) <br /> Page 22 <br />
