The City's Zoning Code recognizes the imp.ct of hospital and similar <br /> medical uses on residents. It protects the res'dential uses in this zoning <br /> district by requiring a minimum TWO-AC ' lot size and a 100-FOOT <br /> setback for buildings -- and parking areas -- or hospitals and similar <br /> medical uses. The Hill School property is 0. 8 acres — only 29 percent of <br /> the required size — and doesn't even allow a 0-foot set back from North <br /> Shore Drive or Briar Street to the school bui ding. The existing parking and <br /> access driveways are set back less than TW FEET from the property line <br /> along Briar Street. <br /> It's clear to me that the lot size and setback buffers intended to protect <br /> residences from activities at hospitals and si ilar medical uses are <br /> MISSING on the Hill School property. <br /> When the intensified use on this small lot is considered in light of the <br /> standards for variances and conditional use permits in the City's Zoning <br /> Code, the City must vote to reject the proposed zoning applications. <br /> I'd also like to highlight several important p ints relating to standards and <br /> conditions that the current proposal fails to eet: <br /> 1. This property can be, and has been, put t reasonable educational uses <br /> under the conditions allowed by the offic al controls. <br /> 2. Allowing hospital and similar medical us s on this undersized property <br /> will alter the fundamental charm and rur 1 character of the area. <br /> 3. The special conditions applying to the pr perty are not peculiar to this or <br /> immediately adjoining property. In fact, here are numerous lots in this <br /> zoning district that do not meet the mini um two-acre requirement and <br /> would not allow 100-foot setbacks, inclu ing many across Briar Street <br /> 4 <br />
