I have to restate: <br /> its 10-bed inpatient facility will operate 24 hours a day, seven days a week. <br /> Its outpatient services will operate six days a week and into the evening <br /> hours, similar to a clinic. <br /> Because the zoning changes being requested re PERMANENT, the City <br /> Council must consider the impact of other ho pital and similar medical uses <br /> beyond the Emily Program. Its Chaska clinic'serves as a relevant example. It <br /> first opened in 2002 as the Anna Westin House; in 2006, another company <br /> took over its management; in 2007, The Emily Program moved in; and in <br /> 2010 --just three years later-- the Emily Pro ram is closing the Chaska <br /> location and moving to a business/mixed-use neighborhood in St. Paul. With <br /> four changes over a period of just eight years this real-life example <br /> demonstrates the critical importance of th. ng long-term when considering <br /> significant zoning variances like the ones be re us tonight. <br /> The intensified impacts I've discussed are agnified due to the small lot <br /> size, limited setbacks on the Hill School pro erty, and proximity to <br /> residential neighbors. <br /> 3 <br />
