Expected Performance Line <br />As noted in Attachment A position points were <br />determined on the internal equity study. A <br />regression line comparing the "comp worth" internal <br />equities study points and the persons salary was <br />then derived. Follow the line establishment, <br />individual positions are grouped into classes with <br />similar points establishing the mid -point as the top <br />for the class. The plan then has a four step <br />phasing program using the percentages 85%, 90%, 95% <br />and 100%. It is generally anticipated that a person <br />new in the position would start on the first step <br />and over the succeeding three year period, if <br />achieving expected performance, the person would <br />move to the top of the range class. <br />Annual Adjustments <br />On a annual basis the expected pay line would be <br />adjusted to reflect any annual/"Cost of Living" <br />adjustments and other adjustments that may result <br />from the mathmatical development of the regression <br />line comparing dollars to points. <br />Salary Progression <br />Movement through the expected performance range <br />would be dependent on the person's evaluation <br />meeting the expected performance. <br />Performance Incentives <br />Movement above -the expected performance line is an <br />element that will be presented to the Council for <br />consideration later this year for possible adoption <br />for 1989. <br />Positions Currently Exceeding Class Maximum <br />For the positions that are higher than 5% above the <br />top of the class, they will be handleul on an <br />individual basis, partly thr-unh negotiation <br />strategy. Under 5% will recei l adjustments <br />as outlined above. <br />Issue 2. - 1988 Adjustments_ - Based on the decision rules <br />included in the compensation plan both generally and the phase <br />in, Attachment B was developed to show those positions where <br />upward adjustments are proposed at this time and the cost <br />entailed in those adjustments. The 1988 budget provides for <br />$25,000 for comparable worth adjustments. of this 1988 amount <br />$9,800 was used in adjustments made for '88 made in December of <br />187. The adjustments proposed here amc, it to $13,000 of this <br />money. <br />Issue_ 3._ - Regular Part Time Benefits - Employees working more <br />h than 40 hours ave their benefits established in the Personnel <br />Rules, in Section 3.
