II and then decides to go forward to preliminary design, <br />it would be appropriate that these other agencies would <br />be formally approached to det -rmine their interest. <br />Issue 2. Site Analysis/Phase II Three Alternatives - Now that <br />the estimated space is known and rough site needs as <br />they relate to space is better understood, it _s <br />appropriate that the Council determine which, if any, of <br />the alternatives they would like studied. As noted in <br />Attachment B the amount of space may dictate which <br />alternatives are explored. <br />1. Present Site/All Facilities - In the space needs <br />the present site is extremely restrictive. Not only <br />relating to simply placing all needed space on the <br />site and trying to coordinate the phasing and <br />construction of one building before tearing down <br />another, such would probably not allow the City to <br />comply with its own zoning ordinances as they relate <br />to parking, setbacks and etc. The current site is <br />2.5 acres if 2 streets are closed off. Based on the <br />City Hall/Police developments in other cities of <br />similar space needs the range of acreage is 1 1/2-2 <br />acres and an additional 3-5 acres for Public works. <br />To have sufficient space to adequately do the space <br />need on the present site with little or no buffering <br />may require purchase of up to 4-6 surrounding <br />properties and closing of two streets. This would <br />not allow for additional space for other entities <br />interested or expansion for the future. <br />Salvageability and remodeling of any of the <br />existing buildings given structural and other code <br />problems are not cost effective, as <br />remodeling/additions to bring to code could cost as <br />much, if not more, than a new building. It would <br />severely limit any future City expansion or joint <br />utilization of space with other agencies without <br />acquisition of more abutting property. <br />2. Split Site_ - The site in Crystal Bay could allow <br />for possible construction of City Hall and Police <br />facility, but Public Works most probably would need <br />to be placed on a separate site and certain building <br />savings of a total combined facility would not be <br />realized nor would the organizational advantages of <br />all facilities on one site. ($70-85,000 savings of <br />all on one site.) It would not free up the current <br />space for sale. <br />3. All Facilities -Alternative Site As for an <br />alternative site to be explored at this time, the <br />City has contacted the ownr- of the property <br />immediately west of the property the City owns on <br />the east side of Old Crystal Bay Road. The owner is <br />willing to further discuss this with the City <br />
