agreed to by the parties. <br />If the employee appeals the disciplinary action taken by the City <br />to any other state, federal or governmental agency, the employee <br />waives his/her right to appeal the disciplinary action to the City <br />Council. Prior to the appeal to the City Council, the employee <br />shall submit a written statement to the City Administrator that <br />the employee has not appealed the disciplinary actions to any <br />other governmental body. <br />219. ABSENCE WITHOUT LEAVE <br />An employee who is absent from employment, including any <br />absence for a single day or part of a day, that is not authorized <br />by a specific grant, leave of absence, vacation or sick leave by <br />the City Administrator or City Council under the provisions of <br />this policy, will be deemed to be absent without leave. .,.ny such <br />absence shall be without pay and the employee will be subject to <br />disciplinary action, including discharge. <br />211. INSERVICE TRAINING <br />The Administrator shall coordinate and assist the efforts of <br />department heads in establishing and maintaining a system of <br />employee training. <br />212.
