On August 29 , 1978, the City Council adopted Resolution <br /> No. 938 identifying many problems relating to increasing boat • <br /> density on Lake Minnetonka and affirming a policy of refusing <br /> to grant increased boat density to any commercial marina . � <br /> 53. On September 26, 1978, the City Council adopted Resolution <br /> No. 943 refusing to r�neca building permit No. 3696 which expired <br /> on April 21, 1978 without any construction having begun. . <br /> 54. On October 26, 1978, the City Council adopted Ordinance No. 213, <br /> the Flood Plain Management Ordinance referencing and adopting the <br /> October 17, 1978 final HUD Flood Insurance Study. . <br /> 55. On I�TOVember 14, 1978, George Johnson appeared before the � <br /> � �ity �ouncil with an informal plan for reconstruction of the <br /> Marina including a new storage/service/lounge building, new docks , <br /> , new landscaping and shoreline changes . The dock use area is • <br /> represented as being the same as the 1977 LMCD dock use plan <br /> (using Parcels 1 - 3 only, although the Johnson. plan includes <br /> Parcel 4 for landscaping) . <br /> � 56 . Chz December 18, 1978, the City �ouncil adopted Resolution <br /> No. 971 issuing after-the-fact the 1978 dock license for 66 slips <br /> and requiring removal of the exist'ing hazardous docks before any � <br /> use in 1979. <br /> 57 . On January 12, 1979, Johnson applied for a 1979 corimiercial <br /> dock license for Stubbs �Bay Marina as agent. for McCleary. The <br /> application was incomplete in some respects . A completed application <br /> � was returned "to ' the �City on February 5, 1979 being revised to show <br /> Johnson as sole "applicant". The dock plan proposed, Exhibits X-1 - <br /> ' and X-2, are identical to ,�tthe informal plan proposed in November, 1978. <br /> 58. On January 23, 1979, the City Council adopted Ordinance No. 219 _ <br /> a General Moratorium on the Stubbs�, Bay Area. <br /> • S <br /> 59 . On February 27, 1979, the City Council held a Public Hearing <br /> regarding land use and development in the Stubbs Bay Moratorium <br /> Area and particularly regarding the Johnson application for <br /> development. The Council on that date directed staff to prepare � <br /> � this Resolution regarding facts and conclusions . � <br /> �' . <br />
