The <br /> City replied on March 15, 1979 with a copy of Resolution No. 1005 <br /> adopted March 13, 1979 regarding the City Council' s intent concerning � <br /> development of the Marina property. . . • <br /> 61. As of April 16, 1979 , the �ity has not received any 1979 <br /> �ommercial dock license application from McCleary. <br /> 62. As of April 16, 1979 , the City staff is aware that newspaper <br /> ads have been placed advertising dock space for rent at Stubbs . <br /> Bay Marina with Daryl Carlson, the Contract for Deed purchaser <br /> of Lot 23 (Parcel 5) collecting money and acting as agent for - <br /> . the Marina regarding dock rental for 1979 . ' • . <br /> 63. The 1974 docks still remain in place except where they have • <br /> deteriorated and collapsed due to ice damage and deferred maintenance. <br /> • D. DEVELOPMENT TRENDS ' <br /> . 1. The Stubbs Bay Resort was originally conceived and developed <br /> � as a fishing access port serving a limited neighborhood and a small <br /> number of "resorters". Conunercial activity consisted of cabin <br /> .rental, boat rental and bait sales . . <br /> 2. Initial development consisted of construction of the . small <br /> cabins plus a .re,sort.,office. _ <br /> � 3. A limited number of docks were constructed to tether the <br /> fishing boats . � . <br /> 4. At some point, the resort began serving as a neighborhood <br /> ` tavern adding on-sale beer to the tcommercial activity. <br /> t <br /> 5. In April of 19.54, a Township Building Permit was issued for <br /> a "log, siding cabin (SIC) " which apparently was the building used <br /> as the tavern and resort office, at least since that time. <br /> 6.
