October 20, 1989 <br />Dear Orono Council Members: <br />There are several aspects of County Road 116 which I believe the Orono Council <br />needs to examine before preliminary approval is given to Hennepin County. <br />Because the road will impact on many Orono residents, it's impurtant that you <br />and the residents fully understand what you are being asked to approve. <br />THE MAP Please insist that the County have a map that the Council and <br />the audience can 5eg and interpret. <br />SPEED LIMIT THE POSTED SPEED LIMIT WILL BE 45 M.P.H. UNDER WHAT <br />CONDITIONS WOULD THE POSTED SPEED LIMIT BE INCREASED? <br />In a meeting with County personnel, Medina residrnt� were <br />told that the design speed would be 45 m.p.h. U,-• that the <br />posted speed limit would later be increased vi:: a formula <br />based on the speed that 85% of the traffic is actually <br />traveling. This means thP.t the more the traffic is speeding, <br />the higher the revised speed limit will be set. In fairness <br />to the affected Orono property owners and because of the <br />short distance, the Council should insist that the County <br />agree in advance that the posted speed limit will ntver be <br />any higher than 40 m.p.h. between Highway 12 and County Road <br />6. <br />TRAFFIC COUNT THE COUNTY INDICATED AT THE SEPTEMBER 25 MEETING THAT THE <br />TRAFFIC COUNT ON WILLOW DRIVE BETWEEN HIGHWAY 12 AND COUNTY <br />ROAD 6 WAS 1400/DAY IN 19R7, AND THAT IT WILL INCREASE TO <br />3,000/DAY IN 2010. WHAT BILL THE TRAFFIC COUNT BE IN 1992, <br />TWO YEARS AFTER THE ROAD IS COMPLETED? <br />The County makes references to traffic counts far in the <br />future in order to allay the immediate fears of the <br />residents. The traffic count will in fact jump immediately <br />upon completion in 1991. The rr... ncil and the residents need <br />to know what those projection '.gures are for 1992. <br />DO THE TRAFFIC COUNT PROJECTIONS FOR 1992 AND 2010 ASSUME <br />THERE WILL BE A STOP LIGHT 1N PLACE AT HIGHWAY 12? <br />This is very important. If the projection figures not <br />include the assumption of affic light --but if there i in <br />fact a stop light in place ien the traffic volume will be <br />much higher than their projections. That needs to be <br />clarified. <br />
