Bernhardson, City AdministratorA <br />Date: October 6, 1989 <br />Subject: County Road 116 <br />Attachments - <br />A - County Road 116 Memo dated 9/14/89 <br />B - Traffic Model Projections dated 8/20/89 <br />C - Proposed Resolution <br />Issue - <br />CONQ - <br />1vriwft <br />oc rz3 1989 <br />10� <br />ON <br />Presentation of information to Council regarding the <br />following issues: <br />A) Source for $65,000 for right-of-way acquisition <br />B) Trip generations from traffic model study <br />Introduction - <br />At the Council's last meeting they held a public hearing <br />regarding County Road 116 and after receiving public comments, <br />indicated that there were two issues fcr which they would like <br />further information before proceeding. These include the two <br />items mentioned above. <br />Discussion - <br />As outlined in Attachment A, the City remains opposed to the <br />installation of County Road 116 in the City of Medina, however, <br />if it is to go ahead, the City will take advantage of the <br />opportunity presented by that. <br />As indicated originally, the City would be expending in <br />addition to $310,000 if it were to upgrade it on its own in the <br />year 1995. The projected right-of-way costs, if the County does <br />the project, as noted last time was $65,000 for the City's share. <br />This amount would be reduce:' by any dedication received as part <br />of development of the parcels to the west since all additional <br />right-of-way would come out of development to the west for <br />anything south of Willow Drive. '"Ie funding source for all of <br />this could be from Municipal Sue :9 funds the City receives <br />(approximately $165,000 per year, is the same source that <br />the City was looking to to fund a -ast a portion of its 1995 <br />upgrade in this area. <br />The projected traffic counts are based on social and <br />economic use and growth and not on traffic being diverted from <br />other parallel routes. More detailed information should be <br />available at the Council meeting on the 23rd. <br />
