960 Willow Drive North <br />Long Lake @Mi 55356 <br />10/19/89 <br />Orono City Council <br />re: Widening of Willow Drive <br />Plans by Hennepin County or Orono to widen Willow Drive <br />are akin to buying a new car when yor jet a flat tire. <br />Orono should ask the following questions of Hennepir. <br />County and its own staff and listen for satisfactory <br />answers: <br />1. Why widen a road that is already capable of handling <br />the proposed volume - stated as 3000 cars per day by <br />2010 ? How much confidence do we have in the 3000 <br />per day figure in the first place ? Why build with <br />a 20-year lead time (what's the rush) ? <br />2. If the impact on Orono is negative now in terms OF <br />noise, air pollution and general depredation of our <br />quality of life, what will it be like when the two <br />8-foot shoulders are coverted into traffic lanes ? <br />3. What will the real right-of-way costs be to Orono ? <br />The $65 thousan3-7igure provided by Hennepin County <br />won't begin to cover the property damage envisioned <br />on Willow Drive plus legal costs, let alone settlement <br />of lawsuits broughrby landowners along the route. <br />If Orono counts on $65 thousand, it will be sorely <br />disappointed. <br />I believe a hard assessment of this boondoggle will <br />suggest a vote to reject the plan and halt further planning <br />by Orono itself.
